Health Care Is a Game of Inches

This is it.

It all comes down to the next seventy-two hours, and who gets on the field and claws for every last inch.

The US House of Representatives will be in session this weekend to vote on Health Care Reform and every “whip count” on the tally shows it razor close.

The magic number is 216: That’s the number of votes that will be needed for the bill to pass (or, alternately, to kill it, if all members cast votes). The “yes” side claims 204 solid votes, the “no” side claims 210 (caveat emptor on both counts): In the middle, there are said to be 16 conservative Democrats being pushed and pulled from all sides.

But those “whip counts” can be deceiving because we now enter the hours where defections from both sides are already happening and likely to continue (plus, the predictable threats from Congressional critters seeking to exact eleventh hour concessions on other matters in exchange for their votes).

The President flew to Cleveland this week, turned US Rep. Dennis Kucinich (D-OH) from a “no” to a “yes,” and, with feeling, Kucinich then went on Democracy Now and pwned naysayer Ralph Nader (talk about a perfect foil) with his newfound support for the bill.

In these final hours, look for the media to ratchet up every rumor and morsel of distraction to make your heads spin; aimed in some cases at emboldening one side, or at demoralizing another, and in all cases on grabbing your attention.

Keep this in mind: NONE OF THAT MATTERS. The media doesn’t get a vote on this. Only members of Congress do. Health Care Reform is going to be decided in the trenches: district by district, member by member, phone call by phone call, and inch by inch.

President Obama has now cancelled his planned trip to Asia this weekend to quarterback these final minutes of the game. The AFL-CIO and the unions are on the field, blocking and running interference. 99 percent of the Netroots blogs are in the fight, led by the Daily Kos and with Nate Silver of 538 up in the coach’s booth with the binoculars. Organizing for America has the plays and instructions cued up and ready for everyone that wants to be on the field.

While the relevant players are calling, writing and faxing US House members, a good number of the kill-billies (on the right and the few stragglers that claim to be on the left) are in full freak-out mode. (Worrying about whether Rahm Emanuel is “vindicated” or not, and whether if he’s vindicated if that somehow vindicates their stalker-like obsession with Rahm; how lame is that?) We will deal with them handily after all is said and voted. How we deal with them will largely depend on whether Health Care Reform rises or falls this weekend.

Right now, and for the next 72 hours, the only thing that matters is the ground game: Which side generates more phone calls, faxes, visits, emails and other creative pressures on members of Congress.

Which brings us, once again, to this locker room speech from Al Pacino (remember the only other moment we posted this, Field Hands?): Life is a game of inches:

“We can climb out of hell, one inch at a time… Life is this game of inches… The margin of error is so small, I mean, one half a step too late or too early and you don’t quite make it. One second too slow or too fast and you don’t quite catch it. The inches we need are everywhere around us. They’re in every break in the game, every minute, every second. On this team we fight for that inch. On this team we tear ourselves and everyone around us to pieces for that inch. We claw with our fingernails for that inch. Because we know, when we add up all those inches, that’s what makes the fuckin’ difference between winnin’ and losin’, between living and dying… That’s what livin’ is: the six inches in front of your face.”

Spend four minutes watching it. Then go grab every last inch that appears for the next seventy-two hours. In the case of Health Care, for millions, this "game" really is a matter of living or dying.

History is never made from the sidelines. It is made on the field, by those who claw with our fingernails for that every last inch.

Michael Steele Delivers Joe Wilson-Like Policy Analysis Of CBO Report: ‘That’s A Lie’
Earlier today, the Congressional Budget Office released a preliminary analysis of the health care reform reconciliation package, concluding that it would cost $940 billion over 10 years, reduce the deficit by $138 billion over 10 years and by $1.2 trillion over 20 years. Republicans, however, are either dismissing the numbers or asserting that the report shows that health care reform is not “gonna save the taxpayers’ money.”

On CNN today, RNC Chairman Michael Steele — who has previously said he doesn’t “do policy” — took a page out of Rep. Joe Wilson’s (R-SC) book and directly accused the CBO of lying:

STEELE: Can you just give me an honest number, Rick? How much do you really, legitimately think, adding, using the president’s number, 30 million people to a health care system that you just said doesn’t work is going to cost the American taxpayer? How much you think it’s really gonna? $940 billion dollars over ten years. So, you telling me an additional $940 billion dollars a year is going to make all of our problems go away?

SANCHEZ: According to the calculations that we did and according to the calculations the Democrats are announcing today, it’s going to save in the deficit for the United States citizens $1.2 trillion. Do you believe that’s not true?

STEELE: Ok, can I, I got two words for you — three words, three words.

SANCHEZ: Go, go.

STEELE: That’s a lie.

When Sanchez pointed out that Steele is “arguing with the CBO,” Steele responded by saying, “let me tell you about the CBO.” “Since they’ve been taken down to the woodshed at the White House last year, you can’t believe the numbers,” said Steele. “CBO is only as good as what you put into it.” “You’re saying the president of the United States is corrupted the CBO with a personal phone call or visit?” asked Sanchez. Steele then backtracked a bit, claiming that he was “just saying that, look, this whole process has not worked on behalf of the American people.”

There are still two more days before the vote on Sunday, I expect even more theatrics.

She invested so much in HCR on her blog with nothing to show for it in the end except the tons of money she made in web traffic. Once HCR passes, it will become a hub for anti-Obama lefties though the passion on both sides will cool off so her web traffic will be less.

I've been reading a few white blogs today. Mostly balloon juice. It's funny how everyone is on board with this bill now when a few short months ago the bill was dead, Obama is a sell- out and you know the drill. They've come to realize what we've known all along. That our President has got this!!!!!!!!!!

The balloon-juice crowd (at least the main page posters and most of the posters) were strictly for the bill. The site actually got a lot of folks coming in calling them Obots. But DailyKos now, yeah, you can see folks jumping on the train now that the President's almost brought this thing home.

Balloon Juice, Booman, Al Giordano --- NEVER wavered, they criticized the process but stood with the process. They were labeled and called names but kept on telling the truth especially Al Giordano @ the field on the pourtage crew

Giordano is the man. He's been the most sane throughout this whole process. Booman is cool, but he does have quite a few negative commenters. I like balloon juice. He has heavy traffic but I've been reading him for a few months and he did have some single-payer only types. The whole blog has gone into full force because one of the posters, Tim F. , has been pushing calling your reps. It's been working.

So what is Twavis the crrwab and the rest of the Black Obama bashers saying about buster brown brent bair at fox news? The disrespect of our President by that network is racial. What are our "Black leaders" going to do about Fox? We starting a campaign to boycott????? We marching on Fox??????

He said that there is a study by the Kerwin(spelling) institute that says black folks haven't benefited at all from the stimulus. The institute is at Ohio state univ. Honest truth for our community, nobody is going to come tell us to start our own businesses, nobody is going to come tell us to come apply for grants... I am tired of this crap, how many black business exist and how many are taking advantage of grant programs?

We were talking about this a while ago about the role of CBC and this so called intellectuals to give people notice of what is out there for them to utilize under the laws but nobody does that. Everybody whines.

The truth is we need more market share and ownership of businesses and nobody is going to cater specially to you to get out there. All the government is required to do is give you notice of a law not PR for you. Vilisack was complaining about folks not taking advantage of govt allocated grants on agricultural and entrepreneurship .. I am tired and sick of this...

Might come off harsh on this but I am tired. I am tired of "he is not doing enough for us blah blah..." Obama did not come to save anybody but to be an executive for the United States that is execute the law on a federal level. We critic him but we ought to hold our state level officials to a standard. He is not going to come to our homes and personally deliver a pony and a job.

They write books and speecify[made up] all the damn time with no tangible results... none.

One of the critic that is fair to have about the Obama administration is that they did not keep the recovery.com data based on racial makeup. Rather focused on the number of job created and leaving the issues to the state and credit unions to deal with in terms of how the $$$ were allocated.

We own at least 5% of the businesses [i think its 1.4 million now] in the US while Hispanics own at least 7% of the businesses, 8-9% Asian Americans. Thus, we have to do better in that category, more innovation and seeking out grants to help and loans preferably federal loan programs. Last i read the SBA said more than $2 million was allocated to black business but the question is who applied? who was denied? Those data are not available.

If 1.1% of the funds when to black businesses who only own 5% then I have to ask are we being honest with ourselves? The loans were for up to $35k. Besides the funds were allocated to the states and then the credit unions who lend etc.

Moreover in terms of bidding on contracts you have to take into account the size of these minority owned firms, mostly small. They cannot compete with these big firms when it comes to attaining state or federal contracts. There is so much the federal government can do if there is no pressure on the state level. I don't know when the Tarvis of the world will get it, we have a a two tier based government, one of the federal and another on the state level. Heck you can subdivide into the local government.

The federal government sets a minimum standard but the state can determine to go above the standard but never below that standard. What are the standards for the state government, how are they allocating contracts and how are the local unions issuing loans providing said funds? Furthermore HOW MANY MINORITY OWNED BUSINESSES ARE ACTUALLY APPLYING, YOU CANT BE UPSET WHEN YOU DON'T KNOW WHO WAS DENIED OR IF THEY EVEN BOTHERED APPLYING.

Thus the new plan to help small businesses, minority owned and women owned businesses. But no one is going to seek us out you have to be aggressive, seethe story of Austin Minority Business Resource taking advantage.

I take pride in educating people on utilizing the laws to your advantage and not going with the mindset that you will not get grants or the law is against you. If you quit before the battle begins then you have lost the battle. That is the lesson that should be clear from Obama's victory, you don't quit and give in to cynicism before the battle starts, you keep on keeping on.

5% ownership is not going to cut it, those of us who are ready to take the risk have to take the risk, business is a risk. For me right now, got alot of thinking to do if I will take such a risk of if I just want to continue on my path right now, alot of prayer required.

Here is one example of Houston:

Recovery Act allocates to the State, State then has to allocate monies either to the credit union and/or through contract bidding process. Now take into note what the percentage of black owned business is in the state and the proportion of $$$ received. Note that the size of the firms is essential in competition for contract and also lets not lie the state politics come into play. Now I think there is now small business focused program for women, minorities and small business programs to get help directly from the federal government as of March 2010 through the small business administration allocation of funds to credit unions that will lend specifically to small business. But that is still a different issue when deal with CONTRACT BIDDING...

............Instead, Houston-area minority-owned business enterprises, or MBEs, have seen a disproportionately small sliver of the money.

“From an MBE perspective, the program has not produced the type of benefits and rewards — or the opportunities — that we expected,” Ryland said.

As the recession worsened, many small businesses and MBEs struggled for financing. Most have few assets to borrow against, and since the meltdown, banks are reluctant to make working-capital loans, said Richard Huebner, president of the Houston Minority Supplier Development Council.

“We've seen minority businesses that have lost a significant percentage of their business,” he said. “We keep looking for stimulus funding, not just for minority businesses but for any businesses. If it has hit Houston, it's a pretty well-kept secret.”

The government's tracking data doesn't specify contracts awarded to MBEs, but stimulus loan data provided by the U.S. Small Business Administration illustrates the problem.

In Texas, blacks own 5 percent of the small businesses, yet have received only 3 percent of the money, according to the data, which was compiled by the New America Media, a collaboration of ethnic news organizations. Hispanics own 18 percent of businesses, yet received 11 percent of the loans.

Asian-owned businesses were the exception, accounting for 5 percent of businesses and receiving 7 percent of the loan money.

Many businesses owned by minorities and women aren't large enough to compete for contracts funded by the stimulus program, according to a study last fall by Ohio State University's Kirwan Institute for the Study of Race and Ethnicity.

Nationally, women, blacks and Latinos own about 40 percent of all businesses but they got only about 6.3 percent of the first $25 billion in stimulus contracts the government awarded, the institute found.

“The stimulus money has not worked in terms of providing that essential capital to fuel that growth of small business,” Huebner said.

Robert Jimenez, who owns Today's Business Solutions, which sells office supplies, said he believes it will, but businesses like his won't benefit until grant recipients start spending the money. Many of his clients are colleges and universities, and educational institutions have been among the biggest stimulus recipients. Locally, the Houston Independent School District received almost $86 million, the area's second-biggest grant. govtrack.us is sort of the model -- except we'd focus both on voting AND on constituency service -- events, townhalls, working on consituents problems -- things that aren't part of the D.C. rating.

I'm also thinking of how to evaluate "black public figures" who like to call themselves "black leaders."

That's my largest beef with Smiley, he consistently gives CBC members a pass -- he's doing a thing in Chicago and I've yet to here him mention Bobby Rush, Danny Davis, Roland Burris, or any of those more local federal politicians.

Reports lit up the Internet today that Rep. Bobby Rush (D-IL) was switching his vote on health care from "Yes" to "No," but a spokeswoman told TPMDC on the phone this evening he hasn't made up his mind.

Watching the House floor action on C-Span. Lynn Woosley has called the democratic womens caucus to the floor to give real life stories about real life people regarding health care. When it first started, the repubs were there being their usual obnoxious selves. As time went on, I guess the pushback was too much for the repubs; they finally left the chambers (or more like got ran off the floor, LOL). Sanford agrees to pay $74,000 fine, ends ethics case

Gov. Mark Sanford has settled charges that he broke state ethics laws, admitting no guilt but agreeing to pay $74,000 in fines and an additional $66,223 to reimburse the cost of the investigation and his use of aircraft, travel and campaign funds.

The S.C. State Ethics Commission charged Sanford in November with 37 violations of state ethics laws, including buying business class tickets, using state aircraft for political or personal trips and improper use of campaign funds, and approved the agreement Thursday. The agency investigated Sanford after a five-day June clandestine trip to Argentina where he admitted he met his lover.

S.C. House lawmakers held impeachment hearings to investigate, but decided only to formally reprimand Sanford.

In a statement, Sanford argued he believe he has done nothing wrong and that the S.C. Ethics Commission judged him by a different standard than other governors.

"I continue to maintain my belief in the innocence of my actions being judged by the Ethics Commission," Sanford said in a statement. "It is worth noting that the "probable cause" determination used by the Ethics Commission considers whether or not there is a case to be looked at, not guilt or innocence. On the one time thus far that my full arguments and defenses were considered (by the House Impeachment Committee), 32 of the 37 Ethics Commission findings were dismissed.

"I don't believe continuing this is in the best interest of the state, my boys, the ideas I believe in - or those who support those ideas, and for these reasons, I have signed the consent order."

House Democratic leaders just did something very smart. In announcing the House reconciliation package and the CBO evaluation of it, the leaders had non-politicians talk about what the legislation would mean to them specifically.

A retired school teacher from Washington, DC talked about using her grocery and utility bill money to pay for her prescription drugs. (The reconciliation package would close the Medicare Part D donut hole and solve her problem.) An Illinois mother talked about having a $65,000 deductible for treatments related to her arthritis. (Democratic reform would prohibit insurers in the individual market from setting prices based on health status.) A small business owner from North Carolina talked about one of his employees who had cardiac bypass surgery, driving up premiums for the whole small group. (Democratic reform would put small groups into large pools and provide tax credits to small businesses to help them purchase coverage.) And a North Carolina woman diagnosed with breast cancer talked about how half her family's income goes toward paying for her insurance and out-of-pocket medical expenses; her husband, meanwhile, is uninsured. (Under Democratic reform, individuals and families shopping for coverage on the open market would have protections to cap their out of pocket spending.)

There's a reason House Democratic leaders chose two speakers from North Carolina. Both live in the district of Democratic Rep. Heath Shuler, who remains outside the yes column in terms of the House reconciliation bill. So even when she's at a press conference, Pelosi is whipping.

What she wanted was to be a power broker. She thought she could hold house progressives to some petition they had signed and they would be beholden to her. She forgot the most important rule of politics: all politics is local. Each of these members have to face voters in their district who don't have no insurance or are underinsured. They can't tell them they voted against a bill that would help them because it didn't have a public option, so send them back to congress again.

Hamsher is a rich white blogger. If she knew what it was like to help poor people get services which they need, she wouldn't be throwing such a hissy fit. If a person is offered a subsidy that makes it affordable for them to buy insurance that allows them to see a doctor, cover a significant % of any medications, get preventative care, etc, etc, do you really think they give a f**k if the insurance is offered by the government or a private company?

I want to know what the heck PBO told Kucinich to get him to actually participate in getting a vote like this done. Reading this though made me realize that though Kucinich is the fauxgressive darling, he really isn't effective. I have much more respect for Sanders who got community health care centers across the country for his vote--expanding another program--instead of griping like Kucinich had been doing here-to-fore.
