Santo Domingo.- The agencies which investigate major crimes around the world, headed by Interpol, issued an alert for the arrest of Jorge Torres Orellana or Jorge Aníbal Puello Torres, wanted on charges of heading a major people trafficking ring, and through fingerprints determine if he’s a native of Dominican Republic or El Salvador.

Interpol said Orellana is accused in El Salvador of heading an international trafficking people network, and perhaps related to the Americans who tried to take 33 children out of Haiti across the border with Dominican Republic.

Interpol police services director Jean-Michel Louboutin said the “red alert” has been proven effective to help police globally, to locate and arrest fugitives, by “severely” limiting their movement and possibilities of crossing borders.

Jorge Torres Orellana or Jorge Puello Torres made news in January, when the international media reported the arrest of the 10 Americans who illegally tried to take the Haitian children out of the devastated country.

The police also found a letter sent by Mr. Nasser to Dominican immigration authorities requesting approval for two Dominican women to travel to El Salvador for company training. Those two women are believed to be victims in the sex ring, Mr. Callejas said.

Mr. Nasser, who has denied involvement in the ring, told local press that he had sold the car to Ms. Galvarina months before the raid. No charges have been filed against him.

Carlos Velasquez, who was the head of the prosecutor’s office on human trafficking at the time of the raid, told local press that he suspected the letter signed by Mr. Nasser was falsified and closed the case on Mr. Nasser. Mr. Velasquez has since been removed from his post, said Luis Ever, a spokesman for the prosecutor’s office."

Adviser to Americans admits link to Salvador case

SANTO DOMINGO, Dominican Republic — The man who served as legal adviser to 10 American missionaries jailed in Haiti on charges of child kidnapping acknowledged Monday that he is the suspect wanted in El Salvador on human smuggling accusations.

In a call from an unknown location, Jorge Puello told The Associated Press he was innocent of the accusations and that he and his Salvadoran wife had taken in young women from the Caribbean and Central America who had been abandoned by smugglers.

Salvadoran authorities want to prosecute Puello and his jailed wife for allegedly luring women and girls into prostitution with bogus offers of modeling jobs.

"I'm planning to go to El Salvador to tackle this problem," Puello said in a phone call arranged by his mother at his childhood home in the Dominican Republic. "I am not afraid to face the music."

Each new detail emerging about the past of the 32-year-old seems to add to the embarrassment and discomfort of the American missionaries that Puello volunteered to help, and who are still awaiting release from a Port-au-Prince jail.

On Monday, a Haitian prosecutor said a power outage delayed his printing of a recommendation to release the 10 Americans charged with child kidnapping. Because Tuesday is a national holiday, he doesn't expect the judge to issue a decision until Wednesday morning.

In the phone call with the AP, Puello said he had fled the Dominican Republic to avoid arrest.

The Dominican National Police, working with Interpol, said it had conducted several raids and interviews Monday in an attempt to locate Puello and detain him on the Salvadoran warrant.

U.S. federal agents also went to his mother's house over the weekend. Dave Oney, a Marshals Service spokesman in Washington, said authorities are trying to determine if Puello is a man with a similar name and physical description wanted for a 2002 parole violation.

Puello's statement that he had left the Dominican Republic was immediately cast in doubt by his mother, Ana Rita Puello, who refused to vouch for her son's whereabouts.

Informed that Puello said he had left the country, she looked surprised. Ask if she believed he fled, she shook her head and smiled.

"I don't want to answer," she said.

Fresh questions complicate Haiti missionaries case

Haitian investigating judge Bernard Sainvil last week said he had agreed to defense lawyers' requests to release the 10 Americans, most of whom belong to an Idaho-based Baptist church. They have denied wrongdoing, saying they only wanted to help destitute orphans from the quake.

But Sainvil told Reuters on Monday: "I will now have to deepen a little the investigation after the new developments regarding Mr. Puello."

He said he would need to check whether there was any prior connection between Puello and Laura Silsby, the leader of the U.S. group that said it had plans to shelter the Haitian children in an orphanage it was establishing in Dominican Republic.

The missionaries have been in jail since they were arrested on January 29 trying to take the 33 children across the border to the Dominican Republic 17 days after the magnitude 7 earthquake that killed at least 212,000 people in Haiti. They had no Haitian identity or exit papers for the children.

The case has distracted Haitian authorities and international media at a time when foreign aid groups are struggling to feed and care for hundreds of thousands of homeless quake victims sheltering in makeshift camps scattered across the wrecked capital Port-au-Prince.

LAURA SILSBY: "WE ARE INNOCENT"

Silsby told Reuters on Monday she had never met Puello before a week ago.

"He contacted the families (in Idaho) and the church after we were arrested ... he offered his services and he told our families he was doing that free of charge," she said.

"We have been misled. We are innocent, we are not capable of what we have been accused of. Human trafficking is a heinous thing and these are the kinds of things we are against. We pray to God that He will reveal the truth," she said.

Sainvil said last week he had found no criminal intentions in the actions of the 10 and said he favored their release.

But in line with Haitian law, the prosecutor in the case has until Thursday to give his opinion, after which Sainvil has the power to formerly order their release.

"Today the Americans will sleep again in jail because I haven't received the conclusions from the prosecutor. I cannot issue any order until the case has been returned to me with the conclusions of the prosecutor," Sainvil said.

But a judicial source said on Monday the judge could choose to free eight of the group but keep Silsby and one other member, Charisa Coulter, for further questioning, as both had visited Haiti before, inquiring about orphanages.

The New York Times has quoted Puello as saying he had never been to El Salvador and never engaged in illegal activity there. He called the El Salvador investigation a case of mistaken identity.

But a Haitian lawyer for the Americans, Aviol Fleurant, said Puello had disappeared.

"Mr Puello stole $30,000 that was meant to pay the (Haitian) lawyers. That man just wanted to exploit the Americans," Fleurant said.

PORT-AU-PRINCE, Haiti — Haiti's creaky, quake-damaged electrical system apparently delayed on Monday a judge's decision on whether to release 10 Americans charged with child kidnapping.

Prosecutor Josephe Manes Louis told The Associated Press that he completed his recommendation to the judge, as the law requires, but that a power outage Monday kept him from printing it out and delivering it.

"I have made my decision," he said. "What is blocking me now is the electricity." Power has only been restored to about one-fifth of Port-au-Prince.

But even before the earthquake only one in four Haitians had power and, on average, any given capital neighborhood only had 10 hours of power a day.

Because Tuesday is a national holiday - Mardi Gras - Louis said he did not expect the judge to issue a decision until Wednesday morning.

MERIDIAN -- Ten American missionaries arrested in Haiti for trying to take 33 Haitian children out of the country without proper paperwork are still in jail.

The question remains if the families will continue with Puello. That decision has not been announced.

Henry did want to clarify that the church has not hired any of the attorneys representing the group. They have all been hired by the family of detainees.

Mr. Puello is wanted by the police in at least four countries in connection with charges ranging from sex trafficking of children to making counterfeit documents and violating parole. In May, Salvadoran police uncovered a sex trafficking ring in which they say Mr. Puello was bringing women and girls from Central America and the Caribbean into San Salvador and luring them into prostitution through offers of modeling and office jobs.

An international arrest warrant was issued Saturday for the legal adviser on sex-trafficking charges.

Salvadoran police raided a home in May that turned up passports and an ID card in the names of both Jorge Torres Puello and his alias, Jorge Torres Orellana. Each of the documents bore photos of the same man. His wife was arrested in that raid and charged with sex trafficking, and her trial is pending.

In a phone interview with CNN on Sunday, Jorge Torres Puello acknowledged he is the same man wanted by Salvadoran authorities. He denied the charges against him.

According to the warrant, Torres Puello is accused of running an international sex trafficking ring that lured women and girls from the Caribbean and Central America into prostitution with offers of modeling jobs.

"I never did anything," Torres Puello said Sunday. "I started helping a Dominican pastor helping a lot of people who were stranded to get back to their home countries. We once gave some Nicaraguan and Costa Rican women some money to return home and instead they went to the authorities and put in a complaint against us. I never had anybody against their will."

Torres Puello also denied Salvadoran allegations that he ran a brothel out of his home with wife Ana Josefa Ramirez Orellana, who remains jailed pending trial, according to Salvadoran police.

Family and church representatives in Idaho, where most of the 10 Americans are from, told CNN earlier in the week that they had not paid money to the man they know as Jorge Puello.

Laura Silsby made a point of saying the group financed the trip to Haiti out of their own pocket. Why would she have to point that out?

There was a list that Silsby made containing the amount of some of the expense. Like renting that bus to transport those children. IIRC, wasn't it either $1500 or $1800. They purchased personal items for the kids such as diapers, clothers, etc.

Someone was/is financially backing them. Who is it?

IIRC there was an early article quoting one of the pastors as saying the church had several thousand dollars set aside for the building of the orphanage in DR. This had been in the planning stage for a year or more (not sure of the time frame).

While I don't have personal knowledge of Central Valley's finances, evangelical churches usually set aside money for missions. Members of the church can designate a part of their tithe, or all of it, to go to missions, building fund, etc.

If the orphanage had been in the planning stages for a period of time, the fund would have had time to build. It could be from this account that the money is coming from, however, this is speculation on my part.

Concerning Puello's stepfather having the receipt of retainer, I think Puello's mother and stepfather reside in DR (I am not 100% sure of this) and it is possible he was living with them during this time. There was an article which said Puello and his stepfather had visited the missionaries in jail.

Actually audrey watching the CNN clip sounds like they are in santo domingo so you are right. The article reads different from the report. His parents are in santo domingo and showed a receipt for the $10k their son received signed by the Aviol attorney guy.

Even if the church had funds, then it might mean the church gave money to a real estate agent to build a orphanage. But that is not what they are saying now. They deny given any money to Puello dude at all and this a lie because there is some money that has been paid by their new atty to this dude.

So the way i see it either laura was involved or they got skimmed by a skimmer all the while they still broke haiti's law

aleth I agree with you. The goal of people who profess religion should be to help others while following the rules of another country and becoming acquainted with the culture of the people they are choosing to serve.

That is why I question short-term missionary work that seems the norm now. You really don't get to know the people with any depth. I'm not saying there isn't a place for it but it should be in addition to the lifetime missionary work in a country.

They must have two homes (and that raises a whole set of other questions).

This article from SMH says the MiamiHerald interviewed Puello's mother and stepfather in DR.

"The mother and stepfather of Jorge Anibal Torres Puello told The Miami Herald on Saturday that the fugitive wanted by Salvadorean police was their son, who has been advising the church volunteers.

I can't read the church's mind but they may have been reiterating what Puello has stated - that he was the go-between - that money wired was to pay the three Haitian lawyers representing them, not Puello who has said he was helping them pro-bono.

Are there a lot of unanswered questions? Yes and hopefully they will all be answered to the satisfaction of the Haitian government.

I was just reading at The Daily Bastardette.... check this out.

I see the name "Eric Thompson" has now shown up, identified as the name of Carla Thompson's husband. The one important detail about Eric Thompson, not elsewhere reported that I know of, is that his name is encoded in the "Haitian Orphan Rescue Mission" PDF file that still lives on the Eastside Baptist Church website, at http://goo.gl/3mQH. You can see it by selecting "Document Properties" when viewing the file.

I'm not buying this assertion that the rest of the gang wasn't in on Silsby's plans. If Eric Thompson's name is on that file, that likely indicates it was written on his computer. That means it's very likely that a number of other people in that gang, particularly Carla Thompson, who are now trying to throw Silsby overboard and claim they knew nothing, knew all about that document and about their plans to snatch Haitian kids off the streets of Port-au-Prince.

I say every one of them should get used to being nice and comfortable in a Haitian prison for a good long while. None of them have any excuse for their behavior. How can anyone believe that 9 American suburbanites dropped everything and went to an earthquake-ravaged city in the poorest country in the hemisphere without first agreeing on a plan that explained why they were there and what they'd be doing there?

Let’s pull all the way out to the wide focus for a moment by way of a starting place. All of the writing and detail work I have been writing over the past month about the situation in Haiti is due to the fact that this is a Bastard blog, written in Bastard voice about adoption issues.

But such must ALWAYS be understood to be far down the rungs of priorities in terms of the ongoing human suffering and needs of the people of Haiti in the wake of the earthquake. This is an unfolding crisis still fully in progress (ever more so in the race to immunize people living in the ‘camps’ and as the impending rainy season and hurricane seasons loom.)

I write about these details because that’s what this blog is about. That is the field I choose to tackle in terms of terms of my own work.

Human needs and human rights come first. Once again, I felt it was important to reiterate lest anyone miss that key point, because that is also what my blog is about, even if at times it takes a somewhat seemingly indirect path to explain such.

The primary and immediate focus does not belong on the ten scavengers, it belongs on the search for food and shelter that is daily unfolding for the people of Haiti. It belongs on what the Haitian people are enduring and yes, that does include what Haitian children are suffering now in the aftermath from hunger to human trafficking attempts.

That said, pushing the case of these “New Life scavengers” aside, or releasing them prematurely only opens the floodgates to additional child trafficking, the likes of which we’re already seeing sure signs of.

Lawyer representing Haiti missionaries named as suspected trafficker

The fate of ten American missionaries jailed in Haiti for alleged child abduction hung in the balance today after one of their legal advisers was named as a suspected human trafficker.

Police in El Salvador said they believed that Jorge Puello, a self-declared lawyer who has been assisting the Baptist group’s case, is Jorge Torres Orellana. He is wanted in connection with a sex trafficking ring that lured girls with false promises of modelling contracts, then put them to work as prostitutes in El Salvador.

Howard Augusto Cotto, the deputy investigations director, said that the “possibility is high” that Mr Puello and Mr Orellana are the same person. Mr Puello’s mother Ana, who lives in the Dominican Republic, confirmed in an interview with The Miami Herald yesterday: “That’s him.”

“But those things they say about him, I doubt they’re true,” she added. “He told me ‘Mami, I swear I didn’t.’ He would never hurt a child.”

Interpol and police in the Dominican Republic have sought fingerprints to help confirm Mr Puello’s identity, and say that the US Department of Homeland Security is also assisting in researching his background.

The revelations add to the drama surrounding the missionaries, who were arrested on January 29 for trying to take 33 children from Haiti across the border into the Dominican Republic. It could affect their hopes of an imminent release.

The five men and five women, all volunteers from churches in Idaho, Texas and Kansas, insist that they were on a humanitarian mission to help survivors of the earthquake, and that the children were to be cared for at an orphanage in the Dominican coastal resort town of Cabarete.

Prosecutors said that, well intentioned or not, the group’s actions constituted kidnap. The missionaries’ leader, Laura Silsby, has a history of debt and unpaid wages in the US.

Judge Bernard Saint-Vil, who is presiding over the case in Haiti, recommended on Friday that the group be released while the investigation continues. Hopes by the missionaries that they may be set free today could be set back by the questions surrounding Mr Puello.

“I plan to get to the bottom of this right away,” Judge Saint-Vil told The New York Times. “I am working as fast as I can, but I must first understand Mr Puello.”

Mr Puello, 32, insisted that he was a victim of mistaken identity.

There is no indication that the missionaries knew him, or had any connection to him, before their arrest last month. Their relatives said that they had thought he was a good Samaritan.

He became involved with their case after calling one of their churches in Idaho. He played a high-profile role in advocating for them and also fired their original lawyer, Edwin Coq.

While investigators in at least four countries are looking into the past of Jorge Puello, church leaders, families and lawyers of the detained Baptists say they didn’t know him until he contacted the church to offer his services after the arrests.

The detainees, eight from Idaho, face kidnapping charges after being caught trying to take 33 Haitian children to the Dominican Republic Jan. 30 without proper papers.

Puello has been speaking for the group and hiring and firing their Haitian attorneys. He said he was a lawyer in the Dominican Republic, but documents show that not to be the case. Now authorities in the Dominican Republic, El Salvador, Canada and the United States are investigating his possible connection to a human-trafficking ring. And The New York Times reported Saturday that he may also be a fugitive wanted in the United States.

Though the judge in Haiti Friday said he wanted to answer questions about Puello before deciding whether to release the Americans, a Saturday report by the Wall Street Journal quoted the judge now saying “the two cases have nothing to do with each other.”

“I have no indication that Mr. Puello knew the missionaries before their arrests,” Bernard Saint-Vil, the investigating magistrate, told the Journal. “Unless we find something suggesting the opposite, we would have no reason to merge the two cases.”

Puello told some reporters that the Central Valley Baptist Church in Meridian hired him. But pastors Clint Henry and Drew Ham said otherwise Saturday.

“Puello contacted the church and was among many names given to the family in their hour of need,” Henry said via e-mail. “Neither myself or Mr. Lankford or Mr. Thompson had ever heard of Mr. Puello before his contact.”

“Puello does not work for the church,” Ham said. “He was brought on as legal counsel by some of the families.”

They were SO counting on the chaos of the earthquake aftermath to get it done.

Laura Silsby gave it away in her first statement. She talked about the need to rescue children because of the chaos. These scums thought the earthquake happening was their windfall.

2. now they realize, with everything that comes out new everyday, that they are kneedeep in serious shyt with folks that can send their asses to jail for a LONG TIME.

4. they're scrambling trying to get them out of a situation where they will be TRIED for crimes in a ' Third World' country, and thus be subject to THEIR prison system.
5. I said it before, the thought of them being jailed by a bunch of BLACK FOLK for trying to STEAL THEIR CHILDREN, scares to the bottom of their Whiteness.

Their plan (or Silsby's plan) fell through and when it happened JUST as those in the Dominican Republic warned them it would - enter the con men. “She said, ‘We came in a bus we rented in the Dominican Republic and we’re going to take 100 children back to the Dominican Republic.’ I said, ‘You can’t do that. You can’t do that without contacting (Haitian Social Services).’”

“I said, ‘UNICEF and (Haitian Social Services) are waiting to crucify somebody like you, taking children out of Haiti.’”




Silsby was warned many times over...But yet she lies to Haitian authorities like she didn't understand "their" rules.

Thanks, but I have only linked what others have researched and written about. My part is easy.

Hopefully, the truth will come out. I'm still not sure how all these different stories connect, or even if they do, but at the very least this whole debacle in Haiti has shown a light on the child commodity business (aka as international adoption) and maybe will start discussion on how we can better serve and help the children and people of Haiti and other impoverished countries.

I'm not against international adoption (though I do think it needs to be heavily monitored and regulated), however, we have seen how it can be abused (gathered from other stories not related to the Baptist missionaries).

Who's Zooming Who?

As I told investigators, though the Silsby group's lawyers claim that only she and her assistant were the ringleaders in this affair, I actually spoke to three people from their group, and it was clear from my conversation with them that their clearly-stated mission had been excitedly prepared. Silsby may have convinced members of her group they had authority to take children, but I definitely told at least two other members they were likely to be stopped. Moreover, when a policeman stops your bus with 40 children aboard, orders them to get off, then tells you you're breaking the law, and you still continue to try to do it - again- then what part of the message are you not understanding?

I don't presume to be other members of that group, but they cannot claim the type of total innocence as has been portrayed by their lawyer OR to the media. They clearly knew that others felt their actions were or might be wrong, even if she may have convinced them those other people were misinformed. So yes, they may have been duped - convinced by Silsby, and by the evocation to do God's work and follow God's law above man's (or human's) law.

But it's important for people following this story to know that a group was involved, with open knowledge of their church/parishes in the US, and it was a planned trip, and it engaged Dominicans with prior ties in the Dominican Republic.

It is what it is - child trafficking.

Like I said, ALL 10 of thes criminals need to PAY for the crime. If you're in it, it's illegal, you pay for the crime. NO FUCKING EXCUSES!
